Advisory Group of Providers
This Advisory Group is comprised of those who provide physician health services in California. They volunteer their time to contribute their viewpoint and experience to the work of CPPPH.
James Conway, MFT is a founding member of the Pacific Assistance Group, facilitated Physician Health Support Groups in the Los Angeles area until November 2013. From 2002-2007, Jim established and facilitated the first Los Angeles groups of the Lawyer’s Assistance Program. He began facilitating Physician Health Support groups for the California Medical Board’s Diversion Program in 1996; at that time he was asked to start the first group for physicians with mental health problems. As of November 2013 he provides similar services in Oregon and continues to share experience with CPPPH.
Steven Eickelberg, MD is Medical Director of the Betty Ford Center in Rancho Mirage, California. He is consultant to the Federal Aviation Authority and a fitness for duty evaluator for pilots. He serves as a physician facilitator with Major League Baseball and the Major League Baseball Players Association. He is President of the Board of Directors of the Medical Education and Research Foundation for the Treatment of Addiction and a member of the Executive Council of the California Society of Addiction Medicine.
Francine A. Farrell, MFT, CADC-II serves as the Pacific Assistance Group Area Administrator for Sacramento and surrounding counties. As a licensed Marriage and Family Therapist and Certified Drug and Alcohol Counselor, Francine has facilitated Health Support Groups for impaired professionals, including those referred by the Medical, Dental, Pharmacy and other licensing boards for the past 24 years. In addition to her private practice in Sacramento, she has worked in both public and private sectors to assist health care professionals, their employers and licensing boards in rehabilitating, monitoring, and safely returning these individuals to their chosen professions.
David G. Greenberg, MD, MPH California Physician Health
Harry L. Haroutunian, MD serves as Physician Director at the Betty Ford Center where he has contributed as a valued member of the team and the development of programs that include: Extended Care Program; Family Program, Licensed Professional Program and Clinical Diagnostic Evaluation Program. He is also is an internationally known speaker on the topics of Addictive Disease and its treatment and has developed the “Recovery 101” lecture series on topics of Addiction Medicine, Recovery Issues, Communication Skills and Relapse Prevention. He is the author of BEING SOBER and co-author of HIJACKING THE BRAIN.
William A. Norcross, MD
is a family physician who has been on the faculty of the UC San Diego School of Medicine since 1977. He was Residency Director of Family Medicine from 1986 to 1999 and founded the UC San Diego PACE Program in 1996. He is a member of the UC San Diego Medical Center Physician Wellbeing Committee. His career interests center around improving the quality of patient care through various activities that help fellow physicians.
Gregory E. Skipper, MD
is Director of Professional Health Services at Promises in Los Angeles. Until 2011, he was Medical Director of the Alabama Physician Health Program.

James M. Tracy, DDS
is a family interventionist in private practice based in Rancho Mirage. He has served on Diversion Evaluation Committees for the Medical Board of California, the Dental Board of California and the Lawyers Assistance Program, as well as on Well-Being committees for the California Dental Association and the American Dental Association. He is a past Vice President of The Betty Ford Center and a founder of their Licensed Professional Recovery Program.
Tracy Zemansky, PhD
is a Clinical Psychologist and Past President of Pacific Assistance Group, a state-wide healthcare professionals support and monitoring program. In that capacity she runs groups in Northern LA County and oversees groups in the Inland Empire and Santa Barbara areas. For the past 20 years, Dr. Zemansky has been in private practice in Santa Monica; specializing in work with impaired professionals. She consults with healthcare and business organizations, does clinical and forensic psychological evaluations, interventions, and individual and group therapy.
